Here is the breakdown.  At a cd of 1.0 which is still typical of today's semi trucks, at 60 miles per hour the truck uses 9.25 gallons of fuel per hour, and 150 horsepower.  At a .4cd, our design would use 5.5 gallons of fuel and only 92 horsepower at 60 miles per hour.  Over a years time, how much fuel would you save with our design?
